Throughout 2025, 黑料吃瓜王 continued to advocate for the highest possible funding levels for the Title VIII Nursing Workforce Development Programs and the National Institute of Nursing Research (NINR). These programs are currently funded through a continuing resolution as Congress works toward full-year appropriations.

Through letters to congressional leaders, Hill Day requests, and 黑料吃瓜王 Advocate messages to members of Congress, 黑料吃瓜王 has repeatedly encouraged Congress to preserve all Title VIII Programs and NINR and to fund them at the bipartisan, Senate Appropriations Committee–approved levels of at least $303.472 million for Title VIII and $197.693 million for NINR in FY 2026.

• Congressional Correspondence: 黑料吃瓜王 submitted written testimony to the House and Senate Appropriations Subcommittees on Labor, Health and Human Services, Education, and Related Agencies (LHHS-ED) and sent multiple coalition letters to congressional leaders demonstrating broad support for Title VIII and NINR funding.
   
• Meetings with Congress: 黑料吃瓜王 staff met with appropriators to outline reasons to invest in our current and future nursing workforce. Advocates participating in 黑料吃瓜王’s Spring and Fall Hill Days also emphasized the importance of sustained appropriations.
   
• Activating 黑料吃瓜王 Advocates: Throughout 2025, 黑料吃瓜王 Advocates sent several messages to their members of Congress urging support for nursing funding. For example, advocates sent over 1,850 messages asking Representatives and Senators to sign on to the Dear Colleague letter supporting Title VIII funding and to maintain funding for NINR.

In May 2025, congressional leaders introduced the bipartisan, bicameral Title VIII Nursing Workforce Reauthorization Act of 2025 (/) to reauthorize the Title VIII Nursing Workforce Development Programs at current funding levels through FY 2030. Reauthorization of these programs strengthens all aspects of the nursing workforce and is essential to ensuring the profession’s continued ability to serve patients.

This bill is supported by 13 bipartisan Senators and five bipartisan Representatives, including all leadership offices of the House Nursing Caucus.

• Building Support: 黑料吃瓜王 led efforts to secure support for this legislation from more than 50 national nursing organizations.
   
• Congressional Engagement: 黑料吃瓜王 met with congressional offices and committee staff to advance this legislation. On September 10, 2025, the House Energy and Commerce Committee’s Health Subcommittee held a markup and successfully advanced this legislation to the full committee for consideration.
   
• Activating 黑料吃瓜王 Advocates: 黑料吃瓜王 Advocates sent 5,450 messages to Representatives and Senators encouraging them to support and pass this reauthorization. Advocates participating in our Fall Hill Day also urged their members of Congress to cosponsor and pass the bill.

The President’s FY 2026 budget proposed the elimination of the National Institute of Nursing Research (NINR). While FY 2026 appropriations have not been finalized, 黑料吃瓜王 has successfully advocated against the elimination of NINR in both the House and Senate approved Appropriations Committee bills, which provide $197.693 million for NINR in FY 2026.

• Meeting with the Administration: 黑料吃瓜王 met with the Acting Director of NINR to advocate for nurse scientists and researchers.
   
• Coalition Action: 黑料吃瓜王 joined other national organizations across the healthcare spectrum to advocate for research throughout the National Institutes of Health (NIH) and at NINR, including through statements opposing proposed funding cuts.
   
• Congressional Engagement: 黑料吃瓜王 submitted testimony and questions for the record in support of NINR during appropriations hearings and led the Nursing Community Coalition in sending letters demonstrating broad support for NINR and for nurse scientists and researchers across NIH.

This year, 黑料吃瓜王 closely monitored and responded to shifts in federal policy and program operations.

• Funding Freezes & Grant Cancellations: In early 2025, 黑料吃瓜王 began hearing reports that some member institutions received grant cancellation notices for their Nursing Workforce Diversity Grants and Nursing Faculty Loan Programs. 黑料吃瓜王 continues to urge Congress to work with the Administration to reverse the cancellation of grants and programs that support nursing students, faculty, clinicians, and researchers. 黑料吃瓜王 also signed onto letters weighing in on Administration funding freezes impacting academic nursing, including NIH funding reductions and caps.
   
• Protecting the Nursing Workforce: During the government shutdown, 黑料吃瓜王 raised concerns about reports of layoffs of federal workers in the Division of Nursing in Public Health, which administers most Title VIII Programs. To ensure continued federal support for nursing education, workforce development, and research, 黑料吃瓜王 staff and Fall Hill Day advocates urged Congress to work with the Administration to reverse efforts that resulted in the elimination or downsizing of federal nursing workforce development offices. 黑料吃瓜王 welcomed the Continuing Appropriations and Extensions Act, 2026 (), which provided for the reinstatement of critical federal employees. Moving forward, 黑料吃瓜王 is urging Congress to ensure these civil servants return to work and remain in their positions delivering vital support to the nursing profession.
   
• Establishing Relationships: 黑料吃瓜王 sent welcome letters to new administration officials seeking to maintain an open dialogue and an avenue for strengthened and continued advocacy. 黑料吃瓜王 also met with the Administration multiple times throughout the year. 
   
• Advocating for Academic Nursing: Throughout 2025, 黑料吃瓜王 issued statements addressing elements of the Administration’s agenda that could negatively impact faculty, students, nurse scientists, and institutions. 黑料吃瓜王 also signed onto letters about Administration actions highlighting the importance of higher education, public data, and changes to federal advisory committees.

黑料吃瓜王 continued to support legislation in 2025 that advances the needs of academic nursing, and our schools, faculty, and students.

• Title VIII Nursing Workforce Reauthorization Act of 2025 (/)
  This bill reauthorizes the Title VIII Nursing Workforce Development Programs at current funding levels through FY 2030.
   
• Providing Real-World Education and Clinical Experience by Precepting Tomorrow’s (PRECEPT) Nurses Act (/)
  This legislation would provide a tax credit to clinical preceptors working in underserved communities. 黑料吃瓜王 led efforts for bipartisan, bicameral reintroduction early in the 119th Congress and activated 黑料吃瓜王 Advocates to support advancing the PRECEPT Nurses Act.
   
• Recently Introduced! Future Advancement of Academic Nursing (FAAN) Act (/)
  This legislation calls for historic investments to address immediate nursing education needs, while providing proactive measures to meet future workforce demands.
   
• Nurse Corps Tax Parity Act of 2025 (/)
  This bill would create tax parity for the Nurse Corps. Unlike other programs, such as the National Health Service Corps, the Nurse Corps is currently subject to federal taxes.
   
• Recently Introduced! U.S. Cadet Nurse Corps Service Recognition Act of 2025 (/)
  This legislation confers honorary veteran status and other commendations to the brave women who served in the U.S. Cadet Nurse Corps during WWII.
   
• Protecting Our Students by Terminating Graduate Rates that Add to Debt (POST GRAD) Act (/)
  This legislation would ensure post-baccalaureate nursing students have additional access to affordable financial aid by allowing them to receive Federal Direct Subsidized Loans.
   
• Health Care Workforce Expansion Act of 2025 ()
  This bill would address the nursing workforce shortage by providing grants to students to fully cover their tuition and fees to attend nursing school. It would also provide funding to nursing schools to increase their enrollment and establish relocation grants for nurses who take a job in a rural area.

Throughout 2025, 黑料吃瓜王 engaged members across a variety of advocacy fronts.

• Face of Academic Nursing: In 2025, 黑料吃瓜王 launched the Face of Academic Nursing, a new resource hub highlighting the vital role of the Title VIII Nursing Workforce Development Programs and the National Institute of Nursing Research in shaping the future of nursing education and healthcare. 黑料吃瓜王 invites members to share how these programs impact their institutions, faculty, and students. Members are encouraged to continue building this resource in 2026 by sharing their stories.
   
• Student Policy Summit (SPS): The included more than 275 baccalaureate and graduate level nursing students from 136 schools across 48 states. Participants learned about the federal policy process and nursing’s role in professional advocacy.
   
• Hill Days: 黑料吃瓜王 held two Capitol Hill Days with deans and students from member schools, during which over 270 participants met with their congressional offices to advocate for academic nursing.
   
• University Government Affairs Collaborative (UGRC): 黑料吃瓜王 encourages member schools to connect their university government relations teams with 黑料吃瓜王’s University Government Affairs Collaborative to strengthen coordination on nursing education advocacy initiatives and other federal policy efforts. This collaborative strives to ensure that your representatives are armed with current advocacy efforts to help promote a clear, consistent, and unified message on national nursing issues.
   
• Feedback: 黑料吃瓜王 provides ongoing opportunities for members to share insights and experiences to better inform our collective advocacy efforts. Members are invited to submit feedback to support this work.
